I cannot seem to get past level 24 -don't have enough gold to update refinery and get more iron. What am I doing wrong. Tried several things

'b levels 2 and 3 - dont open

I am also having trouble with the B levels 2 and 3 so far - what is wrong or is there something I need to do. B1 and B4 opened fined. Frustrating. Please advise
